Collaborative defends against state-led attacks, informs the public, and serves women.
Boston, MA, April 15, 2025 – The Pregnancy Care Alliance of Massachusetts (PCAll), the state’s first pregnancy resource center network, marks its second birthday this week by formally announcing the release of its 2024 Impact Report. The compilation, an overview of cost-free goods and services provided to women in need, continues the upward trend highlighted in the 2023 report: Massachusetts pregnancy resource centers provide increasing value to their communities year over year.
The presented data was compiled from the PCAll member centers: Abundant Hope (Attleboro), Boston Center for Pregnancy Choices (Boston), Clearway Clinic (Worcester & Springfield), First Concern (Clinton & Marlborough), Heartbeat (Burlington), Pregnancy Care Center (Haverhill, Lawrence & Lowell), and Your Options Medical (Brookline, Fall River & Revere).

“Our pregnancy centers receive no government funding but operate solely from private donations. The fact that our centers continued to respond to the increasing needs of women in our neighborhoods, while simultaneously defending our very existence as Governor Healey and her administration worked to shut us down, speaks to the resilience of our dedicated employees, donors and board members,” said Diane O’Toole, PCAll spokeswoman and Executive Director of Boston Center for Pregnancy Choices.
“Women deserve real choice when faced with a crisis pregnancy. The governor talks a lot about ‘choice,’ and abortion-rights advocates claim they want ‘choice,’ but only pregnancy resource centers actually offer women that choice,” O’Toole said.
Coinciding with PCAll’s anniversary are two bills introduced in the legislature and supported by bipartisan sponsors.
The first, An Act Relative to Ensuring Resources and Support for Pregnant and Parenting Families, would ensure government resources include pregnancy resource centers among the supports available to pregnant women. The bill would also prevent state funding from being used to disparage the work of these charitable centers, curtailing the current taxpayer-funded smear campaign against pregnancy centers and preventing future campaigns. The second bill, An Act Protecting Pregnancy Resource Centers from Taxpayer Funded Negative Ad Campaigns, aims to more directly protect taxpayers from having their money pay for such initiatives.
Since PCAll was launched in 2023, several public records requests have been filed with various state offices by its partner organizations and supporters including Massachusetts Citizens for Life and Massachusetts Family Institute. Such inquiries sought to obtain any complaints against pregnancy centers that would warrant the highly coordinated onslaught of state-sponsored attacks against them. To date, no such complaints exist, indicating that unjust attacks on charitable pregnancy centers are politically motivated.
In June 2024, women served by pregnancy resource centers delivered thousands of signed petitions to Governor Healey’s office and requested that she end her campaign against the centers. As of this writing, Healey has neither acknowledged nor responded to her constituents.
About The Pregnancy Care Alliance of Massachusetts
Established by women for women, the mission of PCAll is twofold: First, PCAll educates the public, media, and those in government about the ways pregnancy resource centers (PRCs) safely, charitably and compassionately care for women during crisis pregnancies. Second, PCAll aims to enhance PRC operations, enabling each member PRC to serve a greater number of women, through effective collaboration and sharing of resources.
Pregnancy center directors, staff and volunteers across the Commonwealth recognized the need for network support in the wake of the U.S. Supreme Court’s decision in June 2022, which overturned Roe vs. Wade, and the targeted acts of violence against centers that followed. That need grew more urgent as cities like Somerville, Easthampton and Cambridge sought to prevent pregnancy centers from operating within their borders.
“We created PCAll in response to repeated vandalism, property damage, and threats of physical violence to our staff and clients, widespread false assertions about our services, public misrepresentation by elected officials and, most recently, a $1 million line item in the state’s supplemental budget to fund a ‘public awareness campaign focused on the dangers of crisis pregnancy centers and pregnancy resource centers,’” O’Toole explained.
PCAll is sponsored by Massachusetts Citizens for Life (MCFL). Until it becomes self-sufficient, PCAll will operate as a special project of that nonprofit organization.
“We’ve heard from members across the state who are outraged by the attacks on our pregnancy centers,” said MCFL President Myrna Maloney Flynn. “They want MCFL to step up and defend these critical community resources, and they’re eager to participate in this effort with us.”
“MCFL’s Board of Directors unanimously approved establishing PCAll and committing our staff and financial resources to its operation,” Flynn explained.
O’Toole hopes for cooperation instead of continued divisiveness. “All of us, legislators and PRCs alike, want to help women. We share that common goal. Harming organizations that help women is not the way to achieve it.”
“PRCs are not villains,” O’Toole said. “We exist for no other reason than to offer support to women, and men, in what might be the darkest time of their lives – we provide compassionate support and factual information about all of their options that they will not receive inside an abortion clinic or pharmacy.”
PCAll’s first public awareness initiative featured some of those women sharing – in their own words – how they have been served by PRCs. A second campaign, sponsored by American Center for Law & Justice, rolled out last month. With thousands of ads across the state, its messaging buoys the concept of “options,” namely through the tagline and client-facing website at ChoiceBeginsHere.org.
